The decision is a political nod to a reliably Democratic voting bloc that has become impatient with the White House recently. The State Department had promised to give partners of gay and lesbian diplomats many benefits, such as diplomatic passports and language training, but failed to mention financial benefits such as pensions. Obama’s memorandum could change that, as well as addressing the oft criticized “don’t ask, don’t tell” policy which allows gays and lesbians to serve in the military as long as they don’t disclose their sexuality.
